Daily operations in the Dutch rail industry can be described as an inextricable jumble of processes. Correspondingly, innovation is trapped in a web of competing values, requiring a myriad of tradeoffs. This paper empirically explores these tradeoffs as a consequence of ‘Multiple Principals Problems’ inside the Dutch railway industry. A typology of Thacher, Rein (2004) and Stewart (2006) for coping with value conflicts helps to describe how tradeoffs come about among competing values and innovation. In practice, many conflicts emerge unanticipated. Many tradeoffs are not intentional
and tend to work out badly for innovation.
